Seg\u00fan el titular de la Agencia Tributaria de Misiones, Rodrigo Vivar, la recaudaci\u00f3n de la provincia contin\u00faa creciendo, desde el salto considerable que se dio entre 2019 ($18 mil millones) y 2020 ($34 mil millones).<\/em><\/strong>7<\/p>\n\n\n\n

Este lunes, en el marco del an\u00e1lisis del proyecto de Presupuesto 2022, defendieron su gesti\u00f3n los titulares del Parque Industrial, del Poder Judicial de la provincia y de la Agencia Tributaria de Misiones (ATM). En su exposici\u00f3n, la segunda ante la Comisi\u00f3n de Presupuesto, el presidente de la ATM Rodrigo Vivar confirm\u00f3 que la recaudaci\u00f3n del Estado misionero contin\u00faa creciendo en el contexto del cierre de fronteras por el coronavirus (Covid-19), que se sabe evit\u00f3 la fuga de unos 120 mil millones de pesos.<\/p>\n\n\n\n

Seg\u00fan el expediente en estudio, para el 2022 se asignar\u00edan a la Agencia Tributaria Misiones 7.734.352.000 pesos, que equivalen a un 67,12% de aumento respecto de los fondos del ejercicio actual. As\u00ed lo inform\u00f3 el propio Vivar este lunes ante la comisi\u00f3n.<\/p>\n\n\n\n

Para Vivar, en el presupuesto \u201cse piensa siempre en las familias y el productor misioneros\u201d porque se apunta a dos objetivos claves. \u201cLa simplicidad, a trav\u00e9s de las herramientas tecnol\u00f3gicas que se vienen aplicando desde el inicio de la gesti\u00f3n, que apuntan a la digitalizaci\u00f3n y pagos online. Y por otro lado a la actividad tributaria, es decir, que todos los misioneros y contribuyentes del resto de la Argentina que vengan a Misiones tengamos que tributar todos por igual\u201d, sostuvo el funcionario renovador, seg\u00fan informaron desde la Legislatura.<\/p>\n\n\n\n

La omisi\u00f3n sobre la impactante fuga de divisas anual al Paraguay<\/h2>\n\n\n\n

En cuanto al fenomenal incremento de la recaudaci\u00f3n en Misiones, el jefe de la ATM pareci\u00f3 restar importancia al cierre de fronteras con Paraguay. Ello pese a que seg\u00fan estimaciones fiables, ser\u00edan unos 120 mil millones de pesos por a\u00f1o. S\u00f3lo en Junio del 2020, la fuga que se evit\u00f3 fue de unos 6.000 millones, seg\u00fan indic\u00f3 el ministro de Hacienda Adolfo Safr\u00e1n, en declaraciones radiales en Agosto del a\u00f1o pasado.<\/p>\n\n\n\n

Sin embargo, Vivar opin\u00f3 que el crecimiento en la recaudaci\u00f3n ocurre por una confianza del misionero en la administraci\u00f3n renovadora K.<\/p>\n\n\n\n

\u201cCuando al misionero le simplific\u00e1s, le dec\u00eds que hay una justicia y equidad tributaria, el misionero paga\u201d, destac\u00f3 Vivar, sin aludir expl\u00edcitamente al cierre de fronteras y la falta de competitividad de los productos misioneros frente a los que se comercializan en Paraguay.<\/p>\n\n\n\n

\u201cPor la ingenier\u00eda econ\u00f3mica en 2020 fuimos la provincia con m\u00e1s variaci\u00f3n interanual. Nuestra recaudaci\u00f3n creci\u00f3 m\u00e1s de 80% pasando del 8\u00ba al 7\u00ba lugar de las provincias que m\u00e1s recaudan y m\u00e1s aportan a la Naci\u00f3n. Por eso tenemos que estar firme en reclamar la Zona Aduanera Especial\u201d, se\u00f1al\u00f3 Vivar, evitando mencionar de manera explicita, el cierre de fronteras y la fuga de divisas por las compras minoristas y mayoristas en Paraguay.<\/p>\n\n\n\n

Recaudaci\u00f3n r\u00e9cord con las fronteras cerradas<\/h2>\n\n\n\n

A su turno, tambi\u00e9n habl\u00f3 ante los diputados de la comisi\u00f3n, M\u00f3nica Seewald, subdirectora de recaudaci\u00f3n de la ATM. Esta funcionaria revel\u00f3 que la estimaci\u00f3n para este a\u00f1o fue recaudar unos 35 mil millones de pesos y hasta agosto se lograron 38 mil millones. Por lo tanto, \u201cla meta recaudatoria fue cumplida\u201d, enfatiz\u00f3.<\/p>\n\n\n\n

Seg\u00fan Seewald, el impuesto a los Ingresos Brutos tiene la participaci\u00f3n mayoritaria de los recursos con 92% del total. En este sentido, la funcionaria revel\u00f3 que para 2022 se estima recaudar $59.495 millones. El presupuesto de ATM es 13% de lo que se recaude y se prev\u00e9 un crecimiento de 67% en 2022 respecto a este a\u00f1o.<\/p>\n\n\n\n

Cabe destacar que ni Seewald ni Vivar se\u00f1alaron si prev\u00e9n que las fronteras con Paraguay seguir\u00e1n cerradas o no. Por los n\u00fameros informados, todo indicar\u00eda que s\u00ed estiman que el puente San Roque Gonz\u00e1lez, principal paso fronterizo de Misiones y del pa\u00eds, continuar\u00e1 cerrado \u201cpor razones sanitarias\u201d.<\/p>\n\n\n\n
