Ante la falta de consensos, el oficialismo solicit\u00f3 postergar nuevamente el debate, que qued\u00f3 reprogramado para el pr\u00f3ximo 6 de agosto, luego del receso invernal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Se trata de la cuarta oportunidad en la que el proyecto, impulsado por el ministro de Transformaci\u00f3n y Desregulaci\u00f3n del Estado, Federico Sturzenegger, llega al recinto sin lograr ser tratado. La iniciativa hab\u00eda obtenido dictamen el 20 de mayo, pero desde entonces el oficialismo no consigui\u00f3 consolidar una mayor\u00eda suficiente para su aprobaci\u00f3n.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El cuarto intermedio fue solicitado por la presidenta del bloque oficialista en el Senado, Patricia Bullrich, quien pidi\u00f3 que la sesi\u00f3n contin\u00fae el 6 de agosto con este proyecto como uno de los principales temas del orden del d\u00eda. La moci\u00f3n fue aprobada por 62 votos afirmativos, tres negativos y una abstenci\u00f3n.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Nuevas diferencias con las provincias<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Las negociaciones volvieron a trabarse en las horas previas a la sesi\u00f3n. Seg\u00fan trascendi\u00f3, el dictamen ya acumulaba quince modificaciones y persist\u00edan diferencias entre el oficialismo y bloques aliados respecto de aspectos centrales de la iniciativa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Uno de los principales reclamos apuntaba a incorporar una cl\u00e1usula que habilitara a las provincias a establecer un r\u00e9gimen jur\u00eddico propio para regular la venta de tierras a extranjeros, una propuesta que finalmente no fue aceptada por La Libertad Avanza.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Entre las observaciones planteadas por representantes de Misiones tambi\u00e9n figur\u00f3 la eliminaci\u00f3n del mecanismo de \u201csilencio administrativo\u201d o \u201csilencio positivo\u201d, criterio que implicaba considerar aprobados determinados tr\u00e1mites por el solo transcurso del tiempo sin respuesta del Estado. La postura impulsada desde la provincia propon\u00eda preservar la intervenci\u00f3n expresa de las administraciones provinciales en materias vinculadas a sus competencias.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Adem\u00e1s, se promovi\u00f3 reforzar el reconocimiento del dominio provincial sobre los recursos naturales y establecer restricciones para impedir la adquisici\u00f3n de tierras por parte de Estados extranjeros o sociedades con participaci\u00f3n estatal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La lupa estaba puesta en los senadores misioneros, despu\u00e9s de un exhorto p\u00fablico de la Red de Mujeres del Movimiento -alineada con el gobernador Hugo Passalacqua- que reclamaba a Carlos Arce, Sonia Rojas Decut y Mart\u00edn G\u00f6erling -pro libertario- que rechacen la ley por entender que avanza sobre soberan\u00eda y recursos naturales que son de propiedad primigenia de las provincias.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Los tres dieron qu\u00f3rum, pero no tuvieron que revelar c\u00f3mo iban a votar ya que el propio oficialismo pidi\u00f3 postergar el tratamiento.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Una sesi\u00f3n con otros acuerdos<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Antes de postergar el tratamiento del proyecto, el Senado s\u00ed avanz\u00f3 con la aprobaci\u00f3n de una serie de pliegos judiciales y ascensos diplom\u00e1ticos. Entre ellos qued\u00f3 confirmado el pliego del magistrado V\u00edctor Pesino, cuya designaci\u00f3n hab\u00eda sido cuestionada por la CGT debido a fallos relacionados con la reforma laboral y la intervenci\u00f3n de la Uni\u00f3n Obrera Metal\u00fargica (UOM).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Adem\u00e1s, por unanimidad, la C\u00e1mara alta convirti\u00f3 en ley el proyecto que declara a San Miguel de Tucum\u00e1n como Capital Simb\u00f3lica de la Rep\u00fablica Argentina, en reconocimiento a su papel hist\u00f3rico como sede de la Declaraci\u00f3n de la Independencia del 9 de julio de 1816.
