Con este desempe\u00f1o, el Gobierno acumula un super\u00e1vit equivalente al 0,5% del PIB y ratifica la estrategia fiscal que sostiene su programa econ\u00f3mico.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Ingresos en alza y efecto de tributos clave en la recaudaci\u00f3n<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Seg\u00fan los datos oficiales, los ingresos totales del Sector P\u00fablico Nacional (SPN) alcanzaron en octubre&nbsp;<strong>$11.987.193 millones<\/strong>, lo que represent\u00f3 un crecimiento interanual del&nbsp;<strong>28,1%<\/strong>. Los recursos tributarios exhibieron un incremento del&nbsp;<strong>24,4% i.a.<\/strong>, impulsado por variaciones significativas en impuestos ligados al comercio exterior y al movimiento econ\u00f3mico.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Entre los tributos con mayor crecimiento se destacaron:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Derechos de Importaci\u00f3n:<\/strong>&nbsp;+65,7% i.a.<\/li>\n\n\n\n<li><strong>Impuesto a las Ganancias:<\/strong>&nbsp;+41,8% i.a.<\/li>\n\n\n\n<li><strong>D\u00e9bitos y Cr\u00e9ditos Bancarios:<\/strong>&nbsp;+41,2% i.a.<\/li>\n\n\n\n<li><strong>Aportes y Contribuciones a la Seguridad Social:<\/strong>&nbsp;+35,9% i.a.<\/li>\n\n\n\n<li><strong>IVA neto de reintegros:<\/strong>&nbsp;+31,5% i.a.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">El informe advierte que la comparaci\u00f3n interanual se encuentra influida por la vigencia del&nbsp;<strong>Impuesto PAIS<\/strong>, la&nbsp;<strong>exteriorizaci\u00f3n de activos<\/strong>&nbsp;y los ingresos generados por el&nbsp;<strong>R\u00e9gimen Especial de Ingreso del Impuesto sobre los Bienes Personales (REIBP)<\/strong>, factores que ampliaron la base recaudatoria en 2025.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Este desempe\u00f1o consolid\u00f3 la capacidad del Tesoro para sostener el super\u00e1vit primario, que acumula aproximadamente&nbsp;<strong>1,4% del PIB<\/strong>&nbsp;al d\u00e9cimo mes del a\u00f1o.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Gasto primario: prestaciones sociales y subsidios econ\u00f3micos marcan el ritmo<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">En paralelo, los gastos primarios ascendieron en octubre a&nbsp;<strong>$11.163.268 millones<\/strong>, con un incremento interanual del&nbsp;<strong>29,6%<\/strong>, ritmo levemente por encima del crecimiento de los ingresos.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El componente m\u00e1s relevante volvi\u00f3 a ser el de&nbsp;<strong>prestaciones sociales<\/strong>, que sumaron&nbsp;<strong>$6.891.369 millones<\/strong>&nbsp;(+31,5% i.a.), impulsadas por la actualizaci\u00f3n de haberes y programas de asistencia asociados a la cobertura social.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Las&nbsp;<strong>remuneraciones<\/strong>&nbsp;del sector p\u00fablico alcanzaron&nbsp;<strong>$1.416.199 millones<\/strong>&nbsp;(+21,9% i.a.), variaci\u00f3n atribuida a los incrementos salariales acordados y a \u201clas sucesivas reducciones en la planta de empleados p\u00fablicos\u201d, seg\u00fan detalla el informe.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" data-src=\"https:\/\/economis.com.ar\/wp-content\/uploads\/2025\/11\/caja-octubre.jpg\" alt=\"\" class=\"wp-image-450080 lazyload\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Las&nbsp;<strong>transferencias corrientes<\/strong>&nbsp;totalizaron&nbsp;<strong>$4.131.125 millones<\/strong>&nbsp;(+15,1% i.a.):<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Al&nbsp;<strong>sector privado:<\/strong>&nbsp;+16,7% i.a. (+$453.927,6 millones).<\/li>\n\n\n\n<li>Al&nbsp;<strong>sector p\u00fablico:<\/strong>&nbsp;+13,4% i.a. (por $957.908,3 millones en el mes).<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Los&nbsp;<strong>subsidios econ\u00f3micos<\/strong>&nbsp;ascendieron a&nbsp;<strong>$1.041.225 millones<\/strong>, con un incremento del&nbsp;<strong>27,1% i.a.<\/strong>. Dentro del rubro, se observaron variaciones similares en:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Energ\u00eda:<\/strong>&nbsp;+28,2% i.a.<\/li>\n\n\n\n<li><strong>Transporte:<\/strong>&nbsp;+27,3% i.a.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">En conjunto, estos componentes determinaron un gasto primario todav\u00eda elevado, pero compatible con el objetivo fiscal planteado por el Gobierno para 2025.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" data-src=\"https:\/\/economis.com.ar\/wp-content\/uploads\/2025\/11\/ahorro-inversion-958x1024.jpg\" alt=\"\" class=\"wp-image-450079 lazyload\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 958px; --smush-placeholder-aspect-ratio: 958\/1024;\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Implicancias econ\u00f3micas y pol\u00edticas: una se\u00f1al al mercado en un contexto de ajuste<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">El resultado de octubre refuerza la estrategia del oficialismo de sostener un&nbsp;<strong>ancla fiscal firme<\/strong>&nbsp;como pilar del programa econ\u00f3mico. La continuidad del super\u00e1vit financiero acumulado \u2014equivalente al&nbsp;<strong>0,5% del PIB<\/strong>\u2014 constituye un mensaje dirigido tanto a los mercados como a los organismos multilaterales, en un contexto de tensiones pol\u00edticas y discusiones sobre el alcance futuro del gasto p\u00fablico.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El crecimiento de la recaudaci\u00f3n por comercio exterior, el mayor aporte de impuestos transaccionales y el efecto de los reg\u00edmenes especiales dieron margen adicional al Tesoro.
