{"id":48007,"date":"2025-08-26T09:03:11","date_gmt":"2025-08-26T12:03:11","guid":{"rendered":"https:\/\/cvinoticias.com\/v3\/?p=48007"},"modified":"2025-08-26T09:03:11","modified_gmt":"2025-08-26T12:03:11","slug":"con-su-publicacion-en-boletin-oficial-se-formalizo-el-rechazo-del-congreso-a-un-dnu-y-los-decretos-delegados-de-javier-milei","status":"publish","type":"post","link":"https:\/\/cvinoticias.com\/v3\/con-su-publicacion-en-boletin-oficial-se-formalizo-el-rechazo-del-congreso-a-un-dnu-y-los-decretos-delegados-de-javier-milei\/","title":{"rendered":"Con su publicaci\u00f3n en Bolet\u00edn Oficial, se formaliz\u00f3 el rechazo del Congreso a un DNU y los decretos delegados de Javier Milei"},"content":{"rendered":"\n<p>Tras haber pasado por ambos recintos del\u00a0<strong>Congreso<\/strong>, se formaliz\u00f3 el rechazo de ambas c\u00e1maras a un DNU y cuatro decretos delegados, emitidos por el Ejecutivo antes de que finalicen la vigencia de los poderes que le hab\u00edan sido entregados por tiempo limitado.<a href=\"https:\/\/www.infobae.com\/politica\/2025\/08\/25\/javier-milei-el-kirchnerismo-se-dedica-a-sembrar-el-caos-de-manera-descarada-pero-nada-nos-va-a-asustar\/\" target=\"_blank\" rel=\"noreferrer noopener\"><\/a><\/p>\n\n\n\n<p>A trav\u00e9s de una serie de resoluciones que llevan, por un lado, la firma del\u00a0<strong>presidente de la c\u00e1mara Baja, Mart\u00edn Menem<\/strong>, y por el otro, el de la\u00a0<strong>vicepresidenta de la Naci\u00f3n y titular del Senado, Victoria Villarruel.\u00a0<\/strong><em><strong>Los decretos se desactivaron luego de que la oposici\u00f3n alcanzara los acuerdos necesarios primero en Diputados y luego del rechazo en el Senado<\/strong><\/em>. De esta manera, dejaron de tener validez tras su publicaci\u00f3n en el Bolet\u00edn Oficial.<\/p>\n\n\n\n<p>Dentro del listado de normativas, figuran la\u00a0<strong>Resoluci\u00f3n 39\/2025<\/strong>\u00a0que menciona al\u00a0<strong>DNU 340\/2025\u00a0<\/strong>en el que el Ejecutivo nacional aprobaba un nuevo\u00a0<strong>R\u00e9gimen de Excepci\u00f3n de la Marina Mercante Nacional<\/strong>, declarando como servicio esencial a la navegaci\u00f3n de agua mar\u00edtima, limitando el derecho a huelga de los trabajadores.<a href=\"https:\/\/www.infobae.com\/politica\/2025\/08\/25\/se-conocieron-nuevos-audios-de-diego-spagnuolo-con-cuestionamientos-a-funcionarios-clave-del-gobierno\/\" target=\"_blank\" rel=\"noreferrer noopener\"><\/a><a href=\"https:\/\/www.infobae.com\/argentina-conversa\/?starting_question=1368\"><\/a><\/p>\n\n\n\n<p>En paralelo, revoc\u00f3 mediante la\u00a0<strong>resoluci\u00f3n 43\/2025<\/strong>\u00a0el poder utilizado para reorganizar y optimizar la estructura de la\u00a0<strong>Administraci\u00f3n P\u00fablica Nacional<\/strong>. Mediante el<em><strong>\u00a0decreto 345\/2025<\/strong><\/em>\u00a0se estableci\u00f3 la fusi\u00f3n del\u00a0<strong>Instituto Nacional Yrigoyeneano y el Instituto Nacional de Investigaciones Hist\u00f3ricas Juan Manuel de Rosas,<\/strong>\u00a0y al mismo tiempo la transformaci\u00f3n del\u00a0<strong>Instituto Nacional del Teatro<\/strong>, el cual pas\u00f3 a ser una unidad organizativa dependiente de la Secretar\u00eda de Cultura de la Presidencia de la Naci\u00f3n.<\/p>\n\n\n\n<p>Al mismo tiempo, mediante la\u00a0<strong>Resoluci\u00f3n 94\/2025<\/strong>, se hizo efectivo el rechazo\u00a0<em><strong>decreto 461\/2025<\/strong><\/em>\u00a0que establec\u00eda el\u00a0<em><strong>cierre y reestructuraci\u00f3n de la Direcci\u00f3n Nacional de Vialidad<\/strong><\/em>. Corrieron la misma suerte las normativa, en la que se materializaron las disoluciones y transformaciones del Instituto Nacional de Tecnolog\u00eda Agropecuaria (INTA), el Instituto Nacional de Tecnolog\u00eda Industrial (INTI), el\u00a0<strong>Instituto Nacional de Vitivinicultura (INV),<\/strong>\u00a0y el\u00a0<strong>Instituto Nacional de la Propiedad Industrial (INPI).<\/strong><a href=\"https:\/\/www.infobae.com\/politica\/2025\/08\/26\/golpes-corridas-y-empujones-en-junin-militantes-del-peronismo-local-se-enfrentaron-con-los-libertarios-en-la-previa-del-acto-de-milei\/\" target=\"_blank\" rel=\"noreferrer noopener\"><\/a><\/p>\n\n\n\n<p>En ese mismo texto, desestimado ahora por el Congreso, tambi\u00e9n el Gobierno hab\u00eda disuelto&nbsp;<strong>la Agencia Regulatoria de la Industria del C\u00e1\u00f1amo y del Cannabis Medicinal (ARICCAME),<\/strong>&nbsp;poniendo de manifiesto uninforme elaborado por un Interventor, el cual indicaba que \u201cno distingue suficientemente entre los distintos usos y productos derivados de la planta de Cannabis Sativa L. y que ello genera obst\u00e1culos para el desarrollo de la industria del c\u00e1\u00f1amo en aquellos pa\u00edses que no adaptaron su regulaci\u00f3n, comprometiendo la competitividad del sector y generando cargas regulatorias innecesarias\u201d.<\/p>\n\n\n\n<p>Por otro lado, se oficializ\u00f3 el rechazo parlamentario a la reestructuraci\u00f3n del el\u00a0<strong>Banco Nacional de Datos Gen\u00e9ticos (BNDG)<\/strong>. Bajo la nueva configuraci\u00f3n, el organismopas\u00f3 a estar bajo la \u00f3rbita de la Secretar\u00eda de Innovaci\u00f3n, Ciencia y Tecnolog\u00eda, perteneciente a la Jefatura de Gabinete de Ministros. Sin embargo, perdi\u00f3 validez legal. El rechazo se conoci\u00f3 a trav\u00e9s de la resoluci\u00f3n\u00a0<strong>44\/2025.<\/strong><\/p>\n\n\n\n<p>Cada una de estas notificaciones oficiales que hicieron formaron parte del paquete de discusiones que tuvieron lugar durante el mes de agosto. El tratamiento para derogar los decretos delegados de Milei comenz\u00f3 el pasado 6 de agosto en la c\u00e1mara Baja. El mi\u00e9rcoles pasado la discusi\u00f3n continu\u00f3 en el Senado, pero donde solo se acord\u00f3 tratar en el recinto cuatro de los decretos de facultades delegadas, entre ellos los cambios en el derecho a huelga y la designaci\u00f3n de ciertos servicios como esenciales, la transformaci\u00f3n del&nbsp;<strong>BNDG<\/strong>, la disoluci\u00f3n de&nbsp;<strong>Vialidad Nacional<\/strong>, la supresi\u00f3n de la&nbsp;<strong>Agencia Regulatoria de la Industria del C\u00e1\u00f1amo&nbsp;<\/strong>y ajustes profundos en el&nbsp;<strong>INTI&nbsp;<\/strong>y el&nbsp;<strong>INTA<\/strong>.<\/p>\n\n\n\n<p>Tal como lo hab\u00eda adelantado el ministro de Desregulaci\u00f3n y Transformaci\u00f3n del Estado,\u00a0<em><strong>Federico Sturzenegger<\/strong><\/em>, estas herramientas con las que contaba el Gobierno no fueron renovadas. \u201cSiempre la idea fue no renovarlas, porque yo necesitaba que mi equipo estuviera muy consciente del tiempo que ten\u00edamos\u201d, indic\u00f3 en di\u00e1logo con la prensa.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Tras haber pasado por ambos recintos del\u00a0Congreso, se formaliz\u00f3 el rechazo de ambas c\u00e1maras a un DNU y cuatro decretos delegados, emitidos por el Ejecutivo antes de que finalicen la vigencia de los poderes que le hab\u00edan sido entregados por tiempo limitado.
