La plataforma fue dise\u00f1ada para gestionar de manera integrada el pago de aranceles nacionales, impuestos, tasas y multas por infracciones de tr\u00e1nsito en un solo sistema.<\/p>\n\n\n\n<p>La Direcci\u00f3n Nacional de los Registros Nacionales de la Propiedad del Automotor y de Cr\u00e9ditos Prendarios ser\u00e1 la autoridad de aplicaci\u00f3n del sistema. La VUPRA no implica funciones de recaudaci\u00f3n, sino una gesti\u00f3n centralizada de pagos en el marco del R\u00e9gimen Jur\u00eddico del Automotor.<\/p>\n\n\n\n<p>La implementaci\u00f3n del sistema&nbsp;<strong>requiere la adhesi\u00f3n de provincias, municipios y de la Ciudad Aut\u00f3noma de Buenos Aires.<\/strong>&nbsp;El texto oficial invita formalmente a las jurisdicciones locales a sumarse al sistema, previa coordinaci\u00f3n t\u00e9cnica para garantizar la interoperabilidad de sus plataformas.<\/p>\n\n\n\n<p>Seg\u00fan el art\u00edculo 1 de la resoluci\u00f3n, la falta de pago de impuestos, tasas o multas locales&nbsp;<strong>no impedir\u00e1 la prosecuci\u00f3n del tr\u00e1mite registral,<\/strong>&nbsp;en l\u00ednea con el art\u00edculo 9\u00b0 del R\u00e9gimen Jur\u00eddico del Automotor.<\/p>\n\n\n\n<p>La norma tambi\u00e9n&nbsp;<strong>derog\u00f3 la Resoluci\u00f3n 2047\/1986<\/strong>&nbsp;y otras disposiciones que permit\u00edan el cobro en efectivo en sedes registrales.
