{"id":3498,"date":"2021-03-19T11:24:07","date_gmt":"2021-03-19T11:24:07","guid":{"rendered":"https:\/\/cvinoticias.com\/v3\/?p=3498"},"modified":"2021-03-19T11:24:07","modified_gmt":"2021-03-19T11:24:07","slug":"dictamen-favorable-al-proyecto-de-reforma-del-monotributo","status":"publish","type":"post","link":"https:\/\/cvinoticias.com\/v3\/dictamen-favorable-al-proyecto-de-reforma-del-monotributo\/","title":{"rendered":"Dictamen favorable al proyecto de reforma del Monotributo"},"content":{"rendered":"\n<p><strong><em>La comisi\u00f3n de Presupuesto y Hacienda de la C\u00e1mara de Diputados emiti\u00f3 un dictamen favorable al proyecto de ley de reforma del Monotributo.<\/em><\/strong><\/p>\n\n\n\n<p>El proyecto de ley propone actualizar los topes de cada categor\u00eda, y crea un puente para facilitar el ingreso al r\u00e9gimen general.<\/p>\n\n\n\n<p>El oficialista Frente de Todos tiene previsto debatir el proyecto en una sesi\u00f3n especial que se celebrar\u00e1 la pr\u00f3ximo semana, junto con la iniciativa que reforma el impuesto a las Ganancias.<\/p>\n\n\n\n<p>La comisi\u00f3n de Presupuesto -que preside Carlos Heller- comenz\u00f3 a deliberar a las 15 sobre el proyecto de reforma del Monotributo propuestas por el Gobierno Nacional, y tras agotar el debate puso a la firma el despacho.<\/p>\n\n\n\n<p>En ese marco, el dictamen fue suscripto por 48 legisladores de distintas fuerzas, entre las que se destacaron el Frente de Todos, Interbloque Federal e Interbloque Unidad para el Desarrollo y Juntos por el Cambio, esta \u00faltima en disidencia parcial.<\/p>\n\n\n\n<p>Heller dijo que el proyecto \u201cbusca aliviar la carga de los contribuyentes que son son excluidos del r\u00e9gimen del monotributo y generar un puente para resolver la diferencia de la carga tributaria entre ambos reg\u00edmenes\u201d<\/p>\n\n\n\n<p>Agreg\u00f3 que los cambios previstos \u201cson bastantes extensos\u201d y comprenden \u201clos beneficios fiscales que se otorgan en tres a\u00f1os como una manera de inducir a los decidan voluntariamente ir al r\u00e9gimen general\u201d.<\/p>\n\n\n\n<p>Desde Juntos por el Cambio, el misionero Luis Pastori dijo que la reforma \u201cno s\u00e9 si es tan buena, es necesaria y por eso acompa\u00f1amos en general\u201d.<\/p>\n\n\n\n<p>No obstante subray\u00f3 que iban a firmar \u201cen disidencia parcial porque hay diferencia sobre cuando se toma como fecha la exclusi\u00f3n del contribuyente del Monotributo\u201d<\/p>\n\n\n\n<p>Tambi\u00e9n piden que las escalas en el futuro se actualicen por el \u00cdndice de Precios al Consumidor, porque de eso \u201cdepende el nivel de facturaci\u00f3n y no por el haber medio previsional\u201d.<\/p>\n\n\n\n<p>A trav\u00e9s de la iniciativa, se contempla la actualizaci\u00f3n para las escalas y montos del monotributo correspondientes al per\u00edodo 2020, que comenzar\u00e1n a regir cuando se apruebe el proyecto.<\/p>\n\n\n\n<p>La reforma propiciada por la AFIP busca armonizar la transici\u00f3n entre el R\u00e9gimen Simplificado para Peque\u00f1os Contribuyentes (RS) y el R\u00e9gimen General (RG), tanto en t\u00e9rminos administrativos como en los montos de las obligaciones que deben afrontar las personas monotributistas.<\/p>\n\n\n\n<p>Para los casos de monotributistas, cuya facturaci\u00f3n super\u00f3 el l\u00edmite m\u00e1s alto del r\u00e9gimen hasta un 25%, se contempla que puedan mantenerse en su actual condici\u00f3n durante el per\u00edodo fiscal 2021.<\/p>\n\n\n\n<p>Los que superaron ese monto se tendr\u00e1 que pasar al r\u00e9gimen general y se establece una transici\u00f3n para que los contribuyentes puedan afrontar los pagos de Ganancias y de IVA.<\/p>\n\n\n\n<p>De acuerdo al texto, podr\u00e1n deducir adem\u00e1s en el primer a\u00f1o el 50 por ciento del importe que le corresponde pagar de IVA, el 30 por ciento en el segundo y el 10 por ciento en el tercer a\u00f1o.<\/p>\n\n\n\n<p>El proyecto que consta de 17 art\u00edculos, establece un R\u00e9gimen de Sostenimiento e Inclusi\u00f3n Fiscal para los sujetos comprendidos en el R\u00e9gimen Simplificado para Peque\u00f1os Contribuyentes.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>La comisi\u00f3n de Presupuesto y Hacienda de la C\u00e1mara de Diputados emiti\u00f3 un dictamen favorable al proyecto de ley de reforma del Monotributo.
