{"id":22771,"date":"2023-02-22T11:57:27","date_gmt":"2023-02-22T11:57:27","guid":{"rendered":"https:\/\/cvinoticias.com\/v3\/?p=22771"},"modified":"2023-02-22T11:57:27","modified_gmt":"2023-02-22T11:57:27","slug":"restablecen-un-regimen-de-incentivos-para-el-abastecimiento-interno-de-combustibles","status":"publish","type":"post","link":"https:\/\/cvinoticias.com\/v3\/restablecen-un-regimen-de-incentivos-para-el-abastecimiento-interno-de-combustibles\/","title":{"rendered":"Restablecen un r\u00e9gimen de incentivos para el abastecimiento interno de combustibles"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong><em>Se trata de una iniciativa creada a mediados del a\u00f1o pasado en medio de la crisis energ\u00e9tica mundial que se desat\u00f3 a partir de la guerra entre Rusia y Ucrania.<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A trav\u00e9s del decreto 86\/2023 publicado este mi\u00e9rcoles en el Bolet\u00edn Oficial, el Gobierno nacional dispuso el restablecimiento de un r\u00e9gimen de incentivos para el abastecimiento interno de combustible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En este camino, podr\u00e1n las empresas refinadoras y\/o refinadoras integradas que \u201crevistan la calidad de abastecedores dom\u00e9sticos excedentarios de gasoil y\/o naftas grado 2 o grado 3 respecto de su capacidad de producci\u00f3n de gasoil y\/o naftas, contando con plena utilizaci\u00f3n de su capacidad instalada de refinaci\u00f3n y obtengan mensualmente una Participaci\u00f3n Bimestral M\u00f3vil en el Abastecimiento Interno de gasoil y\/o naftas que no resulte inferior a su participaci\u00f3n promedio anual en el abastecimiento interno de gasoil y\/o naftas del a\u00f1o 2022 en m\u00e1s de 1 %\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Adem\u00e1s, podr\u00e1n adherirse \u201clas Peque\u00f1as Refiner\u00edas de Regiones Afectadas \u2013PReRA\u2013\u201d ubicadas en regiones con insuficiencias de abastecimiento interno de gasoil y\/o naftas superiores a la media nacional que \u201cpor motivos relacionados a su ubicaci\u00f3n geogr\u00e1fica, la situaci\u00f3n declinante de la cuenca de crudo de la que son principalmente abastecidas y\/o por carecer de oferta de crudo local en condiciones de mercado se vean imposibilitadas de utilizar al m\u00e1ximo su capacidad de refinaci\u00f3n si obtuviesen, en los \u00faltimos 2 meses, un volumen mensual promedio de abastecimiento al mercado dom\u00e9stico de gasoil y\/o naftas superior en al menos un 10 % de su volumen promedio mensual de abastecimiento del a\u00f1o 2022\u2033.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El R\u00e9gimen de Incentivos al Abastecimiento Interno de Combustibles (RIAIC) fue creado a mediados del a\u00f1o pasado a ra\u00edz de la \u201ccompleja situaci\u00f3n energ\u00e9tica global\u201d que se desat\u00f3 a partir de la invasi\u00f3n de Rusia a Ucrania y que \u201cha generado una creciente escalada de precios internacionales afectando la asequibilidad de los recursos energ\u00e9ticos, especialmente en los pa\u00edses en desarrollo\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En este marco, uno de los problemas que enfrenta la industria hidrocarbur\u00edfera argentina es la insuficiencia estructural de la capacidad refinadora local para abastecer completamente una demanda creciente, tanto industrial como del parque automotor. En los considerando del decreto publicado esta madrugada, el Gobierno se\u00f1al\u00f3 que \u201cla situaci\u00f3n se ha visto agravada por el progresivo declino de cuencas convencionales claves para el abastecimiento de refiner\u00edas regionales estrat\u00e9gicas y por la reducci\u00f3n tendencial en la densidad media del crudo producido, con su consecuente efecto sobre la productividad de refiner\u00edas adaptadas a crudos m\u00e1s pesados\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En efecto, tras el restablecimiento del r\u00e9gimen podr\u00e1n solicitar un monto equivalente a la suma que deban pagar en concepto de Impuestos sobre los Combustibles L\u00edquidos y al Di\u00f3xido de Carbono por las importaciones de gasoil y naftas, con los siguientes l\u00edmites:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">a) Por el gasoil importado: hasta un m\u00e1ximo equivalente al 20 % de las ventas en el mercado interno de gasoil importado, perfeccionadas entre el 1\u00b0 de enero de 2023 y el 28 de febrero de 2023, ambas fechas inclusive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">b) Por las naftas importadas: hasta un m\u00e1ximo equivalente al 17 % de las ventas en el mercado interno de nafta importada, perfeccionadas entre el 1\u00b0 de enero de 2023 y el 28 de febrero de 2023, ambas fechas inclusive.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Se trata de una iniciativa creada a mediados del a\u00f1o pasado en medio de la crisis energ\u00e9tica mundial que se desat\u00f3 a partir de la guerra entre Rusia y Ucrania.
